PROBLEM TO BE SOLVED: To provide a reinforcing fiber base-material capable of obtaining a FRP, having an excellent resin-impregnation property in spite of a high fiber content and having an excellent composite property; a preform; the FRP formed therefrom; and to provide a production method for the FRP.;SOLUTION: As an adhesive condition of the reinforcing fiber base-material 1, the temperature is in the range of Tg to (Tg+50°C), the pressure is ≤0.1 MPa and the contact time is ≤3h. When the reinforcing fiber base-material 1 is unidirectionally laminated (to the same direction), an interlaminar peeling strength is ≥10 N/m. When this material 1 is laminated with two layers having a crossing angle of 0°/α or three layers having the crossing angle of 0°/α/2α (α=30°-120°) in a reinforcing fiber line of each reinforcing fiber base-material so that a total weight of the reinforce fiber 2 is 300-700 g/m2, an air-permeation volume of a laminated body of the reinforced fiber base-material is in the range of 0.5 to 20 cm3/cm2 sec.
