PROBLEM TO BE SOLVED: To provide an electrifying member having small environmental load by contriving electric power saving and reduction of a generation amount of ozone or like, and to provide an electrifying device using it, and an image forming apparatus.;SOLUTION: An electrifying roller 10 for negative polarity electrification has an elastic body 12 mainly comprising rubber or a resin dispersing a conductive material on a conductive supporter 11. The electrifying roller is provided with a surface layer 13 containing aluminum nitride particulate and aluminum oxide particulate on the elastic body 12.
