PPROBLEM TO BE SOLVED: To accurately estimate an information source of each agent without repeating data communication through a communication network. PSOLUTION: When processing cooperative estimation, a simultaneous distribution estimation unit obtains the most tolerant estimation of a parameter A of the mean value by substituting a well-known distribution B_i about each data collection of each agent for a numerical formula 2 to compute the A for making tolerance, which is to be given by the numerical formula, maximum. A density function p_** is computed by substituting an estimation result A for the numerical formula 2, and a density function p_i* is computed by substituting the computed A and the well-known distribution B_i for a numerical formula 1.
