As for this invention, the surface of the zinc oxide particle has negative electric charge with the pH value 7, it regards the use of the said water dispersed liquid as a manufacturing method of the water dispersed liquid and the said water dispersed liquid where content of the nano- particle zinc oxide in the dispersed liquid 0.01 - 30 mass % features that is, is stabilized with average primary grain size below 30nm and anionic characteristic of the nano- particle zinc oxide which possesses the average cohesion size below 100nm, and vulcanization activator for vulcanizing the latex formation item.
