PPROBLEM TO BE SOLVED: To enhance precision in a prediction model with respect to nonlinear responsiveness of an object to be controlled which precipitously changes by operating condition (an action point). PSOLUTION: In a method for organizing the dynamic characteristic model of the object to be controlled as the prediction model, the dynamic characteristic model for approximately simulating the nonlinear action of the object to be controlled comprises a linear part parameter, and a nonlinear part parameter as a configuration parameter. When the nonlinear parameter part organizes a nonlinear dynamic characteristic model consisting of a basis function with a center parameter and an extension parameter as an adjustment parameter, in response to an output variable signal, an input variable signal, or an exogenous variable signal, which dominates nonlinearity in the object to be controlled so as to indicate the operating condition, a signal to be an index for dominating the nonlinearity is utilized as the center parameter and the extension parameter being the adjustment parameter of the basis function.
