PROBLEM TO BE SOLVED: To make efficiently updatable data by automating an operation for making actual residents correspond to resident data in a map database. SOLUTION: The device is provided with means 1, 2 and 3 for inputting a scenery image, extracting signboard image, recognizing characters in the signboard image, and outputting a recognized result character code string, means 5, 6, 7 and 8 for inputting the photographic position coordinates and photographic direction of the scenery image and a photographic distance up to the signboard the estimating an area where the signboard exists on a map, a means 9 for retrieving a map database and outputting a resident name list included in the estimated area where the signboard exists, a means 10 for collating the recognized result character code string with the in-area resident list and outputting a candidate resident name list, and means 12 and 13 for adding the resident data when a resident corresponding to the signboard image is not present in the candidate resident name list and deleting the non-existing resident data of the corresponding signboard image in the scenery image.
