The storage unit (101) stores information in which mesh data, binary difference data, and version information are related to each other. The receiving unit (102) receives the version information of the map data recorded in a user terminal device. The detection unit (103) detects, based on the received version information, mesh data and binary difference data corresponding to the version recorded in the user terminal device from the storage unit (101). The selection unit (104) compares the detected mesh data with the detected binary difference data and selects one of the mesh data and the binary difference data, which requires a shorter update time in the user terminal device. The output unit (105) outputs the selected one of the mesh data and the binary difference data.
