The barrier comprises a noise absorbing part (20) and a noise reflecting frame (10) made from a material which is harder than that used in the noise absorbing part, which comprises rubber granules and a binder. The frame is partly or completely covered by the noise absorbing part on the side facing the noise source. A mesh is provided on the outside of the noise absorbing part. The frame comprises an upper part (13) on which a screen (33) can be mounted, a base part (11) and a back part (12) on which the noise absorbing part is provided.
