The inventive method for producing a humic mineral concentrate consists in carrying out the electrolysis and electrophoresis of an aqueous pulp of humic acid salts whose dry substance content is equal to or less than 10-12 %. Said electrolysis and electrophoresis of the aqueous pulp are accompanied by the electroflotation of fine and medium hydrated humic mineral particles and complexes, thereby forming the fine humic mineral particles and complexes and the fine and medium hydrated humic mineral particles and aggregates on the surface of an anode of a target product containing humic acids. The pulp is transported essentially by a vertical flow whose direction coincides with the rotational direction of the anode. Foam is removed together with waste electrolyte and physico-chemically broken. The inventive device for carrying out said method is also disclosed. Said invention makes it possible to use more fully the physico-chemical effect of electrolysis and electrophoresis of an initial medium, prevent the influence of effervesce on the process by converting said effervesce into a positively acting factor, exclude fire and explosion hazards, increase the process performance and the product quality and to reduce energy consumption.
