PURPOSE: A memory medium having an electronic circuit, a device for changing information with the electronic circuit, and a system including the memory medium and the information exchanging device are provided to establish an equilibrium micro strip line as a communication system with an external unit of an ID(Intelligent Disc) integrating a memory medium and an electronic circuit for the memory medium. CONSTITUTION: An intelligent disc(ID;2) is mounted with an electronic circuit(20) as a communication element having a contact type or non-contact type contact-interface signal line(27). The contact type interface signal line is electrically and mechanically connected to an external contact. The non-contact type interface signal line is connected to the external contact via sound, light, electric wave or induction, wherein a plurality of equilibrium micro strip lines are respectively disposed in the ring shape to a rotator and a stator to make the rotator and the stator correspond to the respective equilibrium micro strip lines one by one even during the rotator is rotating. The ID has an electronic circuit stacking surface and an information memory surface. The electronic circuit stacking surface is stacked with a CPU(21), a ROM(22), a RAM(23) and an interface part(26). The respective electronic circuits are supplied with power by a power supply(24). Information on the information memory surface is read out by reading/writing signals(31) by an optical disc control part(10).
