PURPOSE: A starter for an internal combustion engine is provided to achieve variable deceleration utilizing an internal gear-type planetary reduction gear device and to remove the need for a complicated control device for variable deceleration. CONSTITUTION: A starter for an internal combustion engine comprises a pinion combined with a ring gear(100) of the internal combustion engine; a motor driving the pinion; and a clutch(10) and a planetary reduction gear device(20) arranged between the pinion and the motor. A reduction gear ratio of the planetary reduction gear device is changed in a multi-stage method or a variable speed method and is changed between a fixed state and a release state, to make the rotation of one of components constituting a gear train of the planetary reduction gear device change the reduction gear ratio.
