PURPOSE: A spinning-winding device is characterized by dividing plural spinning groups into at least two of winders, winding each of the spinning groups, containing a finishing agent supplying device on each of the spinning groups and being capable of regulating properly feed rate of a finishing agent supplied to a wound package. CONSTITUTION: A working method of a spinning-winding device is as follows: passing plural spinning groups on a finishing agent giving device; dividing the pulural spinning groups into at least two of winders; and then winding the group. A finishing agent supplying device comprises: the finishing agent giving device installed on each of the spinning groups; and a control device controlling each finishing agent giving device to regulate feed rate of a finishing agent in a package forming section.
