The device has an actuator with a pair of solenoids (7) that is controlled by a control unit (9) and situated in a symmetrical manner with respect to a self-propelled axis of rotation. Each solenoid generates an opposite magnetic field to interact in rotation with a plate (2), by attraction/repulsion of the plate. The plate has a pair of same polarity magnets (1) to control inclination of turning parts situated on the axis. An independent claim is also included for a miniature aircraft of helicopter type.
