PROBLEM TO BE SOLVED: To form a highly cleanable membrane on the surface of a substrate such as glass.;SOLUTION: A highly cleanable membrane composed of a silica membrane containing sodium and aluminum is formed on the surface of a substrate. The sodium- and aluminum-containing silica membrane formed on the substrate surface is stable and exhibits an excellent hydrophilicity by the action of sodium and aluminum present in the silica membrane.
