PROBLEM TO BE SOLVED: To provide a developing roller capable of forming a good image by suppressing toner-filming generated between the roller and a developing blade due to a drop impact etc.;SOLUTION: A method for manufacturing the developing roller comprises a step of forming a conductive elastic layer mainly constituted of rubber on the outer periphery of a core bar, a step of irradiating the surface of the conductive elastic layer with excimer light in an atmosphere containing oxygen so that the integrated light quantity may become 30 to 300mJ/cm², and a step of forming a resin layer on the outer periphery of the conductive elastic layer irradiated with the excimer light.;COPYRIGHT: (C)2005,JPO&NCIPI
