PPROBLEM TO BE SOLVED: To provide a low self-shrinkable high interstitial phase type cement composition in which the self-shrinkage is low even when used in a low water cement ratio conventionally causing the self-shrinkage regardless of high amount of the interstitial phase, and a large quantity of industrial by-product/industrial waste rich in AlSB2/SBOSB3/SBcomponent can be used as a cement raw material. PSOLUTION: The low self-shrinkable high interstitial phase type cement composition is a cement composition containing cement clinker and gypsum in which the total quantity of CSB3/SBA and CSB4/SBAF is adjusted to 20-30 mass% and the quantity of CaO is adjusted to 0.28-1 mass%.
