PPROBLEM TO BE SOLVED: To improve earning of a taxi by eliminating waste of an empty vehicle. PSOLUTION: In a social welfare service utilizing system of an empty taxi, a server 19 disposed at a welfare service center 13, an onboard machine 20 mounted on a taxi 11 and a communication terminal machine 30 owned by a service user 12 are connected via a communication network N. The onboard machine 20 has a calculation control means 21, a GPS communication means 25 for acquiring an absolute position coordinate, a display means 23 and a radio communication means 26 connected to the network N. The server 19 has a database DB 1 with service utilizing information including a user list of the user 12 recorded thereon and has an automatic selecting program for specifying the user 12 from the service utilizing information. When empty vehicle information D1 is transmitted to the server 19 from the onboard machine 20, the server 19 transmits service start information D2 to the user 12 and the taxi 11 specified by the program.
