PPROBLEM TO BE SOLVED: To provide an artificial granular material obtained by effectively using sludge produced in a sewage disposal plant, sludge settled on the bottom of river or lake and coal ash produced in power plant and capable of effectively raising vegetable and to provide porous concrete. PSOLUTION: The artificial granular material is formed by mixing and hardening the sludge produced in a sewage disposal plant, sludge settled on the bottom of river, the coal ash produced in power plant and cement. The porous concrete block 2 is formed by using a coarse artificial granular material 1a having 10 mm particle diameter in the artificial granular material as aggregate and kneading the aggregate, cement and water and solidifying the mixture.
