PPROBLEM TO BE SOLVED: To increase a highly active oxygen-species reduction-elimination function or a high antioxidation function of such noble metal particulates of palladium group as platinum and palladium. PSOLUTION: When nucleuses of such noble metal particulates of palladium group as platinum and palladium are prepared in an aqueous solution by a metal salt reduction reaction, hydrogen enriched water having the highly active oxygen-species reduction-elimination function or the high antioxidation function is prepared by charging hydrogen gas into the aqueous solution containing these metal particulates of platinum group to occlude and concentrate hydrogen into the metal particulates before forming the nucleuses of the metal ultra-particulates of platinum group, at the time of forming the nucleuses, at the time of reaction completion, after reaction completion, at the time of cleaning purification or after cleaning purification.
