PPROBLEM TO BE SOLVED: To provide a program for generating a manufacturing instruction without causing any excess parts. PSOLUTION: This manufacturing instruction generation device is provided with: a manufacturing instruction candidate generating means 41 for generating manufacturing instruction candidate data 31 based on a manufacturing plan 14; and a supply assignment calculation means 43 for extracting the delivery result of parts to be used for the manufacturing of products from supply delivery data 32 based on the manufacturing instruction candidate data 31, allocating parts to be used for the manufacturing of the products of the manufacturing instruction candidate data 31 to the supply delivery data 32, calculating a demand fulfillment percentage for every part, calculating the possible number of the start of construction based on the lowest demand fulfillment percentage from the demand fulfillment percentage of each of the parts, calculating the quantity of each of the parts to be used for the manufacturing of the products of the possible number of the start of construction for each of the manufacturing instruction candidate data 31 when the possible number of the start of construction does not reach the quantity of manufacturing, calculating surplus quantity for each of the parts, and for releasing the surplus quantity for each of the parts in the supply delivery data 32, correcting the number of manufacturing for each of the manufacturing instruction candidate data 31 based on the possible number of the start of construction, and preparing manufacturing instruction data 33.
