PROBLEM TO BE SOLVED: To automatically and remotely manage a dynamic state management subject such as a construction worker in real time.;SOLUTION: A dynamic state management subject range 3 in which the dynamic state subject 30 moves is separated into cells which are the minimum management unit of positional information and a plate with an identification information reader 5 built in is set for each cell. Positional identification information is provided for each plate. When the dynamic state subject 30 moves and steps on the plate 31, the identification information reader 5 reads subject identification information attached to a medium put on by the dynamic state subject 30 who contacts with the plate 31 and the positional information of the plate 31 and transmits them to a management center 1 via a portable terminal 2. The management center 1 checks whether the received information matches with data on each database in a storing part 13 or not and transmits check result information to the portable terminal 2 and the check result is notified to the dynamic state management subject 30 by the portable terminal 2 or the plate 31.;COPYRIGHT: (C)2005,JPO&NCIPI
