PPROBLEM TO BE SOLVED: To automatically inhibit use of a camera of a portable telephone terminal in order to prevent secret leakage in a company premise. PSOLUTION: An entrance/leaving managing device 1 senses entering/leaving persons to/from a prescribed place, transmits, through a mail server 3, mail including operation control information for controlling a camera operation to the portable telephone terminal with a camera 6 which the entering/leaving person possesses and gives an instruction on permission/non-permission of an operation of the camera in accordance with entrance/leaving. The portable telephone terminal 6 takes out a message part from the received mail, preserves it in a message storage region of the self-portable telephone terminal, extracts the operation control information from the message part and preserves it in a camera operation control information storage region of the self-terminal. When a camera function operation of a user is detected, the permission/non-permission of the operation of the camera is controlled on the basis of the operation control information preserved in the camera operation control information storage region.
