The system has a sheath (15) embedded in a concrete sleeper. A screw or a lag bolt (4) is arranged in the sheath for tightening a supporting insulation spring clip (17) that secures a rail seat plate (8). The rail seat plate is arranged under a bent plate (6) that is made of metal or plastic material. The concrete sleeper supports the rail seat plate for forming a lateral platform. An angled groove is equipped with an elastic clips rail fastening part (5). The supporting insulation clip is formed with the angled grooves to form a layered plate.
