An activation inhibitor for latent TGF-β; a method of screening a TGF-β activation inhibiting substance; and a therapeutic agent for diseases in which TGF-β is instrumental. There is provided an activation inhibitor for latent TGF-β, comprising a substance capable of inhibiting any binding between vimentin and partial fragment of LAP. Further, there is provided, relating thereto, a therapeutic agent for diseases in which TGF-β is instrumental, and provided a method of screening a TGF-β activation inhibiting substance, characterized in that a substance capable of inhibiting any binding between vimentin and partial fragment of LAP is valuated.
