PURPOSE: An apparatus for treating wastes using plasma and a method for treating wastes using the same are provided to improve waste treating efficiency by having a plasma torch and a heating torch. CONSTITUTION: An apparatus for treating wastes is composed of a waste treating furnace(13), a plasma-torch driving unit(29), and a heating-torch driving unit(33). The waste treating furnace includes a heat decomposition space(35) having a waste injection port(15), a plasma torch(27) for melting wastes(A) in the heat decomposition space, a heating space(37) receiving melted wastes and having a discharge port(17) for discharging melted wastes, and a heating torch(31) for heating melted wastes in the heating space.
