PURPOSE: A paper manufacturing method is characterized by using white water containing cationic starch and fine fiber, putting a cohered filler into paper forming material, increasing paper strength and retention of the filler, increasing ash content of paper and saving expensive pulp material. CONSTITUTION: A paper manufacturing method is as follows: dispersing a filler by using white water containing fine fiber, or adding the fine fiber or long fiber to the filler diluted with clean water; adding cationic starch having 0.04-0.4 of substitution to cohere the filler; and then adding the cohered filler to paper forming material containing pulp.
