The present invention relates to an extruded lightweight concrete panel utilizing a low ash and a method for manufacturing the same, and by recycling the low ash generated at the power plant to be applied to the lightweight concrete panel, it is possible to replace the conventional high-strength lightweight aggregate and landfill waste at the same time. Its purpose is to improve the environment by recycling.;To this end, the present invention comprises the steps of preparing a slurry made of a mixture of low ash with a specific gravity of 2.1 or less and cement and water with a specific gravity of 3.15; and an extrusion step in which the slurry is injected into an extruder and extruded into a panel; and the panel has a predetermined size.
