Flat implant for surgical use comprises a flexible material having a sealed surface on one side and a 3-dimensional microstructure, permitting cell in-growth, on the other side. Independent claims are also included for the following: (1) production of an implant for surgical use by forming a sealed surface on one side of a porous material to inhibit cell in-growth; and (2) production of an implant by forming a sealed surface layer and forming a 3-dimensional microstructure on one side of the surface layer.
