PROBLEM TO BE SOLVED: To provide horizontal displacement parts and a horizontal displacement device or a base isolation device, using balls and ball grooves, having a constant friction coefficient and having a easily changeable damping function.;SOLUTION: The horizontal displacement parts 1 comprise the balls 6 fitted into the ball grooves 3 of upper guide parts 2 and the ball grooves 5 of lower guide parts 4 and provided so as to be slid or rolled between the both ball grooves 3, 5. A crossing angle θ between the both ball grooves 3, 5 is fixed to be a predetermined angle exceeding 0° and below 90°. The depth of bottom parts of the ball grooves 3, 5 is gradually deepened from both end parts so as to maximize the depth of the bottom of central parts 2c, 3c. The balls 6 are contacted with the cross sections of the ball grooves 3, 5 at least at two points. In addition, in this horizontal displacement device or base isolation device 21, first and second horizontal displacement parts 1 are provided so as to sandwich an intermediate member 24, and a phase of a mounting 33 angle of the first horizontal displacement parts is shifted from that of a mounting 32 angle of the second horizontal displacement parts 1 by 90°.
