PPROBLEM TO BE SOLVED: To obtain a visible light-active photocatalyst composition which shows a satisfactory photocatalytic action in an environment poor in light having a spectral component of 400 nm but rich in visible light, for example, in an indoor environment or in the inside of a car having UV-blocking glass and is excellent in transparency of a coating film and dispersibility of fine particles of an oxide semiconductor, and to provide the coating film obtained from this composition and a laminated body which has the coating film of a visible light-active photocatalyst (a photocatalyst layer) and the organic base material of which is prevented from being deteriorated. PSOLUTION: This visible light-active photocatalyst composition contains the oxide semiconductor (a) having visible light-active photocatalytic activity, polysiloxane (b) represented by the average compositional formula: RSP1/SPSBa/SBSiOSBb/SB(OH)SBc/SB(ORSP2/SP)SBd/SB(Y)SBe/SBand an organosiloxane oligomer (d) having a Si-O bond, 300-100,000 weight-average molecular weight and a structure represented by -(RSP5/SPO)SBp/SB-(RSP6/SPO)SBq/SB-RSP7/SPat the side chain and/or terminal.
