PPROBLEM TO BE SOLVED: To obtain a visible light photocatalyst composition which shows sufficient photocatalytic action under an environment reduced in the amount of a spectral component with a wavelength of below 400 nm, for example, under an indoor environment or in a car compartment having ultraviolet cutting glass and excellent in the transparency of a coating film or the dispersibility of oxide semiconductor fine particles, a coating film comprising this composition, and a laminate having a visible light photocatalyst coating film (photocatalyst layer) and preventing the deterioration of an organic base material. PSOLUTION: The visible light photocatalyst composition contains an oxide semiconductor (a) having visible light photocatalytic activity being nitrogen doped titanium oxide, a polysiloxane (b) represented by the average compositional formula: RSP1/SPSBa/SBSiOSBb/SB(OH)SBc/SB(ORSP2/SP)SBd/SB(Y)SBe/SBand an organosiloxane oligomer (d) having an Si-O bond, a weight average molecular weight of 300-100,000 and containing a structure represented by -(RSP5/SPO)SBp/SB-(RSP6/SPO)SBq/SB-RSP7/SPin its side chain and/or its terminal.
