PROBLEM TO BE SOLVED: To provide a marking pen ink composition for the notation surface of a recording medium, injuring no recording surface, causing neither repelling of the ink nor plumping of lines and obtaining clear recorded lines when writing on the notation surface, and to provide a marking pen including the composition.;SOLUTION: The marking pen ink composition for the notation surface of a recording medium contains at least a solvent comprising a ≤4C alcohol and/or a ≤6C glycol, a resin soluble in the solvent, colorants, and a nonionic fluorinated surfactant, wherein 0.01-5.0 wt.% nonionic fluorinated surfactant is contained based on whole ink composition.
