PROBLEM TO BE SOLVED: To provide a robot capable of acting in accordance with indication from outside and also carrying out an action regardless of the indication from outside (unpredictable).;SOLUTION: An action plan forming part 21 forms an indication base action plan made of one or a plurality of functions in accordance with the indication from an indication state informing part 16. An additional action selecting part 25 makes a non-indication base action plan by selecting another function by removing the functions included in the indication base action plan.
