PROBLEM TO BE SOLVED: To provide a tool for shows that cultural power activates a rural area, and even an area which is supposed to have no cultural resources has a potential local culture power and can be attractive existence for people in other areas.;SOLUTION: Taking notice of culture-people dependency, local culture power is extracted from behavior patterns seen in personal networks of residents in local areas on the basis of a philosophy that a culture exists if people exist without materials, but no culture exist if materials exist without people. The local culture power extracted in this way is expressed as a human relation network map for space information using a GIS (geographic information system).By extracting and expressing the local culture power in the way, the potential local culture power is shown as appeal of local areas which enables local activation.;COPYRIGHT: (C)2006,JPO&NCIPI
