PROBLEM TO BE SOLVED: To provide a portable information terminal or the like provided with an information selecting device capable of accurately and surely moving a cursor in accordance with operator's intension and having high operability. SOLUTION: The portable information terminal has jog dials 1a, 1b, a display part 3, etc. The dials 1a, 1b have structure to be pushed from the rear face of the display part 3 and rotated from the surface of the display part 3. Respective pushes of the dials 1a, 1b correspond to right and left clicks of a mouse function. In the case of operating a cursor and dragging and dropping a target, the cursor on the display part 3 is operated by operating the dials 1a, 1b by a finger, and when the cursor is arranged in a target area on the display part 3, the target is specified and the specified target is moved to a required position by additional cursor operation using the dials 1a, 1b in the specified state of the target.
