PROBLEM TO BE SOLVED: To determine and obtain a rational operation program system for a generation set taking into consideration the variation of a fuel cost and an influence exerted upon the Earth's environment. SOLUTION: The operation program system for the generation set reads out data on a power demand forecast, data on the generation set and data on a fuel price from a memory 10 and a communication network 1 using an operation system evaluation means 9; examines the operation system for the generation set that is operated in accordance with a power demand forecast during an operation period; calculates a generation cost per operation period; and employs an operation system that is cheapest in a generation cost during the operation period, to suppress a power selling rate to the lowest. Further, an expense borne to an environment such as an environmental tax is calculated from data obtained through the communication network based on an environmental burden discharged from each generation set, and can be reflected to the generation cost of the operation system.
