Method and the device in order to control rate distortion trade-off with the mode selection of video & the encoder. The system of this invention selects the distortion value D which first is close to the distortion value of desire. Next, the system decides quantization value Q making use of the distortion value D which is selected. Next, the system calculates Lagrange multiplier making use of quantization value Q. The system starts encoding the pixel block the Lagrange multiplier which it selects and making use of quantization value Q. When the system detects latent buffer overflow, the system increases Lagrange multiplier . When Lagrange multiplier exceeds maximum threshold value, the system increases quantization value Q. When the system detects the latent buffer underflow, the system makes Lagrange multiplier decrease . When Lagrange multiplier is less than the smallest threshold value, the system makes quantization value decrease Q.
