PPROBLEM TO BE SOLVED: To provide a charge controlling agent which is colorless or in a pale color and has preferable charging property and excellent environmental and storage stability and durability, to provide a method for controlling charges, and to provide a toner having preferable fixing property and non-offset property in a wide temperature range and excellent environmental resistance, storage stability and durability and giving a stable toner image. PSOLUTION: The charge controlling agent contains a metal or semimetal compound of an aromatic carboxylic acid expressed by formula (1) as the effective component. The electrostatic charge image developing toner is provided with the above charge controlling agent and a resin and a colorant for the toner. In the method for controlling charges, charges in resin powder are controlled by incorporating the above charge controlling agent into the resin powder.
