PROBLEM TO BE SOLVED: To provide an electrostatic charge controlling agent not containing a metal whose safety is not confirmed, e.g. chromium and to provide an electro static charge image developing toner, and an electric charge imparting material each using the electrostatic charge controlling agent. SOLUTION: The transition metallic complex of a polyaniline derivative is represented by the formula [where R1-R4 are each H, an alkyl, alkoxy, aryl, amino or carboxyl, X is an anionic group, M is a group IB to VIIB or VIII transition metal, (m) is an integer of 2-6, (n) is an integer of =4 and p+q+r≠0].
