The pellet cooling and carrying water circulation system comprises an opening control valve (23) controlling the flow rate of the pellet cooling and carrying water, and a compressed air filling part for filling a compressed air into the pellet cooling and carrying water at a proper position lower than the hole of a die (5). Also, a control part for controlling the filled amount of the compressed air is formed in the underwater cutter (4A).
