This invention provides a polyvinyl acetal resin varnish, which has irritating properties, toxicity, environmental contamination, odor, inflammability and the like low enough not to cause any practical problem, has a high level of safety, and, at the same time, has low viscosity and good workability, and use thereof. Organic solvents for dissolving the polyvinyl acetal resin include nonaqueous solvents, preferably carbonic esters, still preferably a mixed solvent composed of a cyclic carbonic ester and a chain carbonic ester. When the above organic solvent is used, the polyvinyl acetal resin is homogeneously dissolved independently of the type to provide a high-safety and low-viscosity varnish. The varnish has the function of allowing the organic solvent to gel and thus can be used as a gelling agent in various applications.
