The present invention relates to cation living polymerization of tert-butyl vinyl ether using iodine as an initiator and to synthesis of polyvinyl alcohol having a narrow molecular weight control derived therefrom. It has a high stereoregularity and high isotactic content because it is designed to have a living property that can be controlled and does not cause termination or chain transfer between growth species, that is, the activity of the chain does not die during the polymerization process. There is an advantage that the polymer material can be easily produced.
