A (113)[121] textured Ag substrate is provided to reinforce (113)[121] texture components of the Ag sheet by applying secondary stretching force to a primarily recrystallized Ag sheet is provided, and a high temperature superconducting Tl-1223 phase coated conductor prepared using the same is provided to form a Tl-1223 phase high temperature superconductor with high critical current density by forming a biaxially textured Tl-1223 phase film on the (113)[121] textured Ag substrate. A (113)[121] textured Ag substrate is characterized in that it has a strong (113)[121] texture by suppressing secondary recrystallization in such a manner that stretching the Ag sheet by applying secondary stretching force to a primarily recrystallized silver(Ag) sheet. The Ag sheet has a grain size of 50 mum or less. The stretching force is applied to the Ag sheet by rolling, drawing, or compression. The Ag sheet is longitudinally stretched as much as 2% or less. The (113)[121] textured Ag substrate has an alloy steel sheet formed of nonmagnetic alloy steel and bonded to a lower surface thereof. The Ag sheet is formed in a sheet shape by melting silver powder in vacuum, molding molten silver powder into a bar, drawing the bar into a rod with a sectional area, and annealing and rolling the rod.
