The device (2) has a group of connecting rods (4A) assembled end to end and displaced in a vertical plane. Ends of the connecting rod assembly are mounted freely in rotation on axles (8, 9) carried tangentially on a fixed point of a frame of a retractable bollard and tangentially on a mobile unit, respectively. A tie rod is coupled to the connecting rods and a rod of a cylinder (3). An independent claim is also included for a retractable bollard including an operating device.
