PROBLEM TO BE SOLVED: To make smooth the progress of an electronic conference held by conference members including persons at distant places.;SOLUTION: A status data acquisition processing section 13 acquires imaging data from cameras installed in a conference room, read data from IC cards owned by participants, user input data and the like. A status data receiving section 14 receives imaging data, read data and the like sent from remote site terminals 50. A participant status extraction processing section 15 analyzes the respectively collected data to extract the statuses of participants at respective places being participated in the conference. An inconvenience degree information generation processing section 16 substitutes attribute data indicative of the participation status in a predetermined calculation formula to calculate an inconvenience degree indicating a degree of whether each participant is in a situation disadvantageous for participation in the conference and ranks the participation statuses of the participants according to the inconvenience degrees.
