PPROBLEM TO BE SOLVED: To provide a bilingual dictionary preparation device capable of automatically extracting a translated word pair of a low appearance frequency, a bilingual dictionary preparation method and a computer program. PSOLUTION: By this invention, the bilingual dictionary preparation device 100 for newly preparing a bilingual dictionary by using a bilingual corpus including a plurality of character string pairs expressed by both of a source language and a target language and an existing bilingual dictionary, which comprises a fragment pair preparation part 130 for preparing a fragment pair by erasing the translated word pair registered in the existing bilingual dictionary from the character string pairs, a fragment pair preservation part 140 for counting the appearance number in the bilingual corpus of the fragment pair and preserving it in a storage part together with the fragment pair and a fragment pair extraction part 160 for extracting the fragment pair having the appearance number equal to or more than a threshold from the storage part and defining it as a dictionary registration candidate translated word pair, the bilingual dictionary preparation method and the computer program are provided.
