PROBLEM TO BE SOLVED: To provide a ground condition observing method which always observes the condition of a ground observation area without needing high-price facilities and instruments.;SOLUTION: Photographing apparatus 7 for photographing a part of a ground observation area OA in the air and a plurality of balloons 1 each mounting a radio communication apparatus 9 having a function for transmitting photograph data obtained from the photographing apparatus 7 by radio communication are dispersively disposed to cover the entire observation area OA. A receiving equipment 13 is disposed in or out of the observation area OA for receiving the photograph data taken by the photographing apparatus 7 respectively mounted on the plurality of balloons 1. A communication network is constructed among a plurality of radio communication apparatus 9 respectively mounted on the plurality of balloons 1 to communicate between one radio communication apparatus 9a in the communication network and the receiving equipment 13.;COPYRIGHT: (C)2007,JPO&INPIT
