PROBLEM TO BE SOLVED: To allow a charge receipt organization to collect a use charge without inquiring of a financial institution about reason even when an account transfer impossibility accident is generated by the reason except fund shortage.;SOLUTION: This account transfer impossibility accident information management system 1 has: a user 2 of a lifeline such as electricity, gas, or water; the charge receipt organization 3 previously storing various kinds of information related to the user 2 in a receipt organization database 4, and collecting the use charge from the user 2; and the financial institution 5 receiving a request from the charge receipt organization 3 to perform account transfer processing of the use charge of the user 2, and previously storing information of a plurality of reasons that direct debit is impossible in a financial institution database 6 when cannot debit the use charge. When the charge receipt organization 3 receives communication that account transfer of the user 2 has become impossible by information of a specific reason from the financial institution 5, the charge receipt organization 3 communicates the information of the specific reason received from the financial institution and information that the account transfer has become impossible to the user.;COPYRIGHT: (C)2007,JPO&INPIT
