PPROBLEM TO BE SOLVED: To provide a polyelectrolyte membrane in which permeability of methanol can be suppressed while high proton conductivity is maintained, and in addition to this, swelling by water and methanol is small, and which has superior water resistance and methanol resistance, and provide an electrode-polyelectrolyte membrane assembly and a fuel cell using this membrane. PSOLUTION: This is a reinforced polyelectrolyte membrane, an electrode-polyelectrolyte membrane assembly using this, as well as a fuel cell in which a porous base material and a resin composition filled into the void and/or micro-pores of the porous base material are contained, and in which the resin composition contains the polyelectrolyte compound containing a copolymer having (a) a structural unit having a heterocyclic ring, (b) a structural unit having an aromatic ring into which a protonic acid group is introduced, and (c) a structural unit having an aromatic ring.
