PPROBLEM TO BE SOLVED: To provide a method for forming an image by an electrophotographic system using a toner for developing an electrostatic charge image containing an electric charge controlling agent which causes a fast rise speed of electrification, develops excellent electrification property and enables a vivid image of high resolution to be formed. PSOLUTION: The method includes the steps of: forming a layer absorbing a developer on a developer-carrier frame rotating at most 600 to 1,200 cm/min circumferential speed, wherein the developer contains an electrostatic charge image developing toner containing a charge controlling agent which comprises aggregate particles containing a specified azo-based iron complex salt and having 0.5 to 5.0 m average particle size of the aggregate particles; and developing an electrostatic latent image on an electrostatic latent image frame by absorbing the toner in the layer to the electrostatic latent image frame.
